An act converting the Tiburcio Memorial Institute of Science and Technology in Calbayog City into a State University to be known as the Northwest Samar State University, integrating therewith the Samar State College of Agriculture and Forestry in the Municipality of San Jorge, both located in the province of Western Samar and appropriating funds therefor.
